France has experienced some of Europe’s most severe terrorist attacks in the past decade: the Charlie Hebdo/Hyper Cacher attacks (January 2015, 17 dead), the Bataclan concert hall attack as part of the coordinated November 2015 attacks (130 dead), the Nice Bastille Day truck attack (86 dead, 2016). France’s counter-terrorism capability has been substantially enhanced since 2015. The Urgence Attentat alert level reflects the sustained nature of the threat.

Event security in Paris
The French private security regulatory framework is among the most developed in Europe. CNAPS authorisation is required for all security activity. All close protection in France is unarmed. The standard approach is venue access control, bag search, counter-terrorism-aware security planning, and VIGIPIRATE compliance.
For events with named high-risk principals (government officials, executives from sectors with specific threat histories, HNWI clients), we recommend dedicated close protection from CNAPS-authorised operators with specific counter-terrorism training.
Vehicle exclusion management is a practical requirement for Paris events in central locations. Vehicle ramming has been used in France.
