Lagos is the commercial capital of Nigeria and the economic hub of West Africa. Its port handles a large share of Nigeria’s trade, and the city draws corporate visitors from finance, energy, infrastructure, manufacturing, and media. It is also one of the most demanding operating environments for corporate security in Africa, with risks that require professional management at every stage of the itinerary rather than precautionary awareness.
The ground movement problem
Lagos presents a security challenge that is partly unique to its urban geography. A 20-million-plus population produces some of the most severe traffic congestion in Africa, and extended periods of stationary or slow-moving traffic create vulnerability windows for armed robbery and express kidnapping. Criminals are aware of predictable congestion patterns, and targeting is in part a function of knowing which routes a vehicle will use and when it will be stationary.
This means that armoured vehicles and varied routes are not elevated options for particular principals – they are the operational baseline for corporate travel in Lagos. Closed windows during movement, route variation that avoids predictable congestion points, and realistic scheduling that avoids arriving in slow-moving traffic after dark are the practical mitigations.
Victoria Island versus the mainland
Lagos’s security picture is highly geographically differentiated. Victoria Island, Ikoyi, and Lekki Phase 1 have higher security presence, international hotel infrastructure, and better-managed commercial environments. They provide an appropriate base for most corporate visits. The mainland – and particularly Apapa, Oshodi, and Mushin – presents a substantially more difficult security environment with higher robbery and kidnapping rates, limited response infrastructure, and no justification in most corporate itineraries.
The practical implication is that itinerary planning should deliberately confine mainland visits to those with clear business purpose, and all mainland movements require a full security assessment and armoured transport.
Civil unrest
Lagos has a history of significant civil unrest. The October 2020 EndSARS protests, which began as a response to police brutality, escalated into widespread violence and destruction of property, including in Victoria Island. Government buildings, banks, and commercial premises were attacked, and movement across the city was severely disrupted. The event is a reference point for how quickly the security environment can change, and contingency planning for civil disruption is a standard component of extended assignments.

Threat Profile
Armed Robbery
Lagos has one of the highest armed robbery rates in West Africa. Incidents occur on major expressways, in commercial districts, during traffic congestion, and after dark across most of the city. The level of violence in robberies is variable but can be extreme. All ground movement is exposed to robbery risk until inside a secured environment.
Kidnapping
Both express kidnapping (short duration, ATM-focused) and kidnap-for-ransom targeting foreign nationals and wealthy Nigerians are active threats. Mainland areas carry higher kidnapping risk, but incidents have occurred on Lagos Island and Victoria Island. Criminal groups targeting foreign nationals often conduct advance surveillance.
Civil Unrest
Protests can escalate rapidly and are occasionally met with force by security services. Transport infrastructure is frequently disrupted during unrest. The October 2020 EndSARS protests led to significant violence and destruction of property across Lagos, including in Victoria Island.
Cybercrime and Fraud
