Planning a conference or investment event in Kigali? Request an event security assessment.
Kigali event security serves East Africa’s safest conference capital, with a low-crime operating environment, well-structured PSRB regulatory framework, and a specific advisory requirement for political expression restrictions relevant to civil society or human rights events. The event security specification is substantially lower than peer East African capitals.

What our event security covers
Kigali Event Landscape
Kigali has become East Africa's leading conference and investment event destination, hosting African Union summits, Commonwealth Heads of Government Meetings (CHOGM 2022), Rwanda Development Board investment forums, and a growing international technology and healthcare event calendar. The Kigali Convention Centre (KCC), the Marriott Kigali, the Radisson Blu, and the Serena Hotel Kigali are the principal conference properties. Rwanda's efficient visa system, low corruption profile, and consistently high safety ratings by international benchmarks have made Kigali the regional default for high-profile international events.
Rwanda PSRB Licensing
Private security in Rwanda is regulated by the Private Security Regulation Board (PSRB) under the Ministry of Internal Security. Security companies must hold PSRB licences and individual guards require PSRB registration. The PSRB framework is well-structured and enforced; Rwanda's strong governance institutions extend to the private security sector. Our Kigali event security partners hold current PSRB licensing; documentation is provided to event organisers before deployment.
Low-Crime Event Operating Environment
Kigali is consistently ranked among Africa's safest cities. The FCDO does not advise against travel to Rwanda and the country has one of the lowest crime rates on the continent. For event security purposes, the operational profile is substantially different from East African peers such as Kampala or Nairobi: x-ray and wand screening is standard but the overall threat profile does not require the express kidnapping or carjacking prevention elements that dominate higher-risk capitals. The primary event security focus is venue access management, credential verification, and delegate transport.
Political Restrictions Awareness
Rwanda's authoritarian governance model, while producing the low crime environment, also limits freedom of political expression. FCDO notes risks around expression of views critical of the government and restrictions on the media and civil society. For international events with a civil society, human rights, or political focus, delegate briefings include an advisory on expression and photography restrictions applicable in Rwanda. This is a distinct risk category from physical security and requires event organisers to be aware of the legal constraints on speech and media in country. Source: FCDO Rwanda travel advice, 2025.
Kigali International Airport Delegate Transfers
Kigali International Airport (KGL) is located approximately 10 kilometres from the Kigali Convention Centre and the principal hotel zone. The transfer takes 15 to 25 minutes under normal conditions. Kigali's road infrastructure is well-maintained and traffic is light by regional capital standards. Delegate arrivals at KGL are straightforward; inside-terminal collection with vetted transport is the standard protocol.
Medical Provision and Emergency Planning
Medical facilities in Kigali have improved significantly and include the King Faisal Hospital, Clinic Galien, and the Rwanda Military Hospital as the primary capable facilities. For complex specialist cases, medical evacuation to Nairobi (approximately one hour by air from KGL) or Johannesburg (approximately 3 hours) provides access to higher-tier regional medical infrastructure. Kigali's medical infrastructure is broadly adequate for conference incident response.
