Close Protection in Canberra

Canberra is not a scaled-down Sydney or Melbourne. It was built to be neither: a planned federal capital, sited deliberately between the two rival cities as an 1901 Federation compromise and constructed from an international design competition rather than growing organically around a port or goldfield. That history still shapes what a security assignment here actually looks like.

Walter Burley Griffin and Marion Mahony Griffin won the 1911 Federal Capital Design Competition, beating 137 entries, and the foundation stone was laid on 12 March 1913, according to the National Museum of Australia and the National Capital Authority. The result is a city organised around Lake Burley Griffin and a formal Parliamentary Triangle, home to Parliament House, the High Court of Australia, and Government House. Canberra also holds the country’s largest concentration of foreign missions, over 100 resident embassies and high commissions per the National Capital Authority, most clustered in the Yarralumla precinct alongside senior-government residences.

That government and diplomatic character extends to the economy. The Australian Public Service based in the ACT numbered 70,221 employees in 2025, around 35 per cent of the entire APS workforce nationally, according to the 2025 State of the Service figures reported by the Canberra Times. Most corporate security work here follows that base: government contractors, delegations, diplomatic-adjacent business, and public-sector principals rather than the finance-sector or retail-crowd profile of Sydney and Melbourne assignments.

Policing is another point of difference. The ACT has no independent police force of its own; community policing is delivered by the Australian Federal Police under contract to the ACT Government as ACT Policing, distinct from the state police forces operating in NSW, Victoria, or Queensland. Security licensing follows the same pattern of separation: the ACT Security Industry Act 2003 is administered by Access Canberra, not by a state police licensing body, and it does not automatically recognise a NSW, Victorian, or Queensland licence.

Security Services in Canberra

Close protection work in Canberra tends to cluster around three settings: Parliament House and government-precinct visits, the diplomatic circuit centred on Yarralumla, and residential or hotel-based cover for visiting principals in the Parliamentary Triangle area. Officers need the ACT’s own 1B bodyguard licence class rather than an interstate equivalent, and armed deployment remains a narrow exception under Australia’s restrictive national firearms framework. Seasonal planning matters too: bushfire smoke can affect outdoor engagements in summer, and the city’s tree-lined government precincts mean magpie swooping season (July to around November) is a genuine, if minor, factor in outdoor route planning each spring.
