The NSL (June 2020) has changed the operating environment for security drivers in specific ways: communications security awareness is now a standard briefing element; specific principal categories (those in politically sensitive sectors or with public positions on certain topics) are briefed on the relevant legal provisions; and driver conduct in relation to photographing, recording, or reporting principal movements is covered in the driver engagement protocol. These are awareness and compliance elements, not operational restrictions on normal movement.

From Hong Kong International Airport (HKIA) to Central or Admiralty, the road transfer via the Tsing Ma Bridge and Route 8 takes approximately 30 to 50 minutes under normal conditions. Peak-hour traffic can add 20 to 30 minutes. The Airport Express rail option is faster (24 minutes) but is not appropriate for principals requiring security driver cover with operations controller tracking. For principals with large amounts of luggage or requiring continuous driver oversight, the road transfer is the correct approach.

An SGSIA-licensed security driver in Hong Kong ranges from approximately HKD 2,500 to HKD 5,500 per day plus vehicle costs as at June 2026 (approximately GBP 250 to GBP 545).
