Istanbul is Turkey’s commercial capital and a major international business hub connecting Europe and Asia. It hosts the headquarters of hundreds of international companies and receives millions of business visitors annually.
The security picture is genuinely mixed. Crime levels are moderate compared to other P1 cities. Police are present and reasonably responsive. But the terrorism threat is real, multi-source, and has produced attacks in recent years. Add an active seismic environment and a political climate that creates legal risk for careless behaviour, and Istanbul requires a more careful risk assessment than its general reputation might suggest.
The terrorism picture
What makes Istanbul’s terrorism picture unusual is the diversity of threat actors. This is not a single-group threat. PKK-affiliated groups, IS-linked cells, and left-wing extremists have all conducted attacks in the city in the past decade. The Istiklal Avenue explosion in November 2022 (6 dead) and the cluster of attacks in 2024 demonstrate the threat is current, not historical.
The implication for corporate travellers is that general counter-terrorism awareness applies across a broader range of venue types than in cities with single-group threats. The seismic factor
The April 2025 Sea of Marmara earthquake served as a reminder that Istanbul’s earthquake risk is not hypothetical. A major seismic event would have catastrophic consequences for parts of the city. Emergency response planning for a corporate visit should include building evacuation routes and, where possible, accommodation in post-1999 construction.

Multi-Group Terrorism
FCDO rates terrorism in Istanbul as 'likely'. Multiple groups maintain intent and capability: PKK/Kurdish groups, Daesh (IS), DHKP/C (far-left), and others. Attacks since 2022 include the Istiklal Avenue explosion (November 2022, 6 dead, 81 injured), a courthouse attack (2024), a church attack (2024), and an aerospace facility attack (2024). No single threat actor. The threat environment is fragmented and persistent.
Geophysical Risk: Earthquake
A 6.2 magnitude earthquake struck the Sea of Marmara in April 2025. Istanbul sits on the North Anatolian Fault and is considered at high risk of a major earthquake. Building standards vary widely. Seismic risk is a genuine operational consideration for accommodation choice and emergency planning.
Soft Target Selection
Istanbul's terrorism threat concentrates on transport hubs (airports, metro), tourist-dense areas (Istiklal Avenue, Taksim, Sultanahmet), places of worship, and venues associated with foreign interests. A security assessment identifies whether your meeting venues, hotel, or planned movements intersect with established target typologies.
Petty Crime and Scams
Pickpocketing concentrates around Istiklal Avenue, Sultanahmet, and the Grand Bazaar. Drink spiking in nightlife areas (Beyoglu) is documented. Scam bars in tourist areas have overcharged foreign nationals by significant margins. These are lower-severity risks than terrorism but affect a higher proportion of visitors.
Civil Unrest
Protests occur periodically around Taksim Square, particularly related to Kurdish political issues and political opposition movements. Police response is forceful. State of emergency powers allow rapid crackdowns. Lese-majeste equivalent restrictions on political speech create legal risk for careless public statements.
Legal and Cultural Risk
Turkey's expanded security legislation creates risk for foreign nationals. Social media posts perceived as critical of the government, its allies, or the Turkish military can lead to arrest. This is not theoretical. British and other Western nationals have been detained. Understand what you publish before and during any visit.
