Security services in South Africa. Close protection, armoured vehicles, and PSIRA-registered operators for Johannesburg and Cape Town corporate travel.

## Regulations

- **Licensing**: Section 20(1) of the Private Security Industry Regulation Act 56 of 2001 bars anyone from rendering a security service for reward unless registered as a security service provider with the Private Security Industry Regulatory Authority (PSiRA). Security businesses register too, and everyone performing executive or managing functions in them must be registered. PSiRA offers online verification of individual and business registrations, so check both before engagement.
- **Firearms**: Armed protection is lawful in South Africa under the Firearms Control Act 60 of 2000. Section 20 lets the Registrar licence a security service provider to possess firearms for business purposes, and section 20(5)(b) says the company may only provide such a firearm to a security officer in its service who holds a competency certificate. Ask to see both the officer's competency certificate and the company's business licence for the firearm.
- **Foreign operators**: Under section 23(1)(a) of the Act, a person registering as a security service provider must be a South African citizen or hold permanent residence, and a security business can be registered only if its managers meet that test. Section 23(6) lets PSiRA register an applicant on good cause shown despite this. Protective work for reward therefore normally runs through PSiRA-registered South African operators; take local legal advice before a foreign team carries out protective duties.

## Cities covered

- **Johannesburg**: Africa's financial capital. Critical crime, carjacking, follow-from-airport robbery, and kidnapping. PSIRA-regulated market with extensive armed private security.
- **Pretoria**: South Africa's administrative capital and diplomatic hub, seat of the Union Buildings and home to the continent's largest concentration of foreign embassies. SAPS data names Tshwane, Pretoria's metro, jointly with Johannesburg as a national leader in armed robbery and kidnapping, so the same PSIRA-registered, anti-hijack security standard applies.

South Africa is the most developed economy in sub-Saharan Africa and a major destination for foreign direct investment, corporate travel, and international events. Johannesburg is the financial capital. Cape Town is the legislative capital and a major tourism and technology hub.

FCDO advises standard precautions with specific warnings for areas of extremely high crime. OSAC rates Johannesburg crime as critical. South Africa has one of the highest per-capita rates of violent crime in the world, along with one of the world's largest private security industries: these two facts are directly related.

## PSIRA: The regulatory framework

South Africa's PSIRA is among the more effective security industry regulators in our network. Registration is mandatory for all security businesses and individual practitioners. The industry employs an estimated 2 million registered guards. The quality gradient from PSIRA-registered professional firms to informal operators remains significant, which is why documented operator vetting is essential.

## The crime environment

Carjacking is the defining risk. It is a professional criminal activity in South Africa, not opportunistic crime. Follow-from-airport robbery targeting foreign nationals is explicitly flagged by FCDO. The OR Tambo airport arrival and subsequent journey to Sandton is a priority security planning moment for every visit.

Load shedding creates predictable risk windows that a prepared security team can plan around. An unprepared visitor does not know when the lights will go out.

## Firearms and the armed security market

South Africa is unusual in the P1 network in having a well-functioning legal market for armed close protection. Licensed security companies hold business firearms licences. CPOs carry those firearms on duty if they hold a competency certificate under the Firearms Control Act 60 of 2000. Armoured vehicles are routinely used by HNWIs. This infrastructure is available to clients through our PSIRA-registered operators.

## Frequently asked questions

### Is Cape Town safer than Johannesburg?

Cape Town has specific areas of very high crime (Cape Flats townships, gang territory) but the commercial and tourist areas carry lower risk than central Johannesburg. Corporate travel to the V&A Waterfront area, Camps Bay, and Century City is generally manageable with a vetted driver and basic security awareness.

### What is load shedding and how does it affect security?

Load shedding is South Africa's scheduled electricity outage programme. Outages disable residential and commercial alarms, electric fencing, and traffic signals. Crime rates increase measurably during load shedding. A security assessment for South Africa includes the current load shedding schedule and its impact on your itinerary.

### Are armoured vehicles necessary in Johannesburg?

For HNWI clients and executives with public profiles, armoured vehicles are the professional recommendation in Johannesburg. South Africa has an extremely well-developed armoured vehicle rental market precisely because demand is high. B4 and B6 options are available through our vetted operator network.
