Japan is one of the world’s safest major countries by crime statistics. Tokyo’s violent crime rate is a fraction of comparable-size global cities. For most visitor profiles, the day-to-day personal security environment in Japan presents minimal concern.

The CP market in Japan exists primarily for visiting principals. UHNWI families, A-list entertainment clients, and senior corporate executives arrive with protection programmes already in place in their home jurisdictions. They do not suspend those programmes when travelling to Japan. Local operator capability is the operational requirement, even where the threat environment is low.

The regulatory framework

Japan’s Private Security Business Act creates a structured, state-supervised industry. Licensing is taken seriously. The industry employs a large number of registered operators, primarily in static guarding and event security. The close protection and CPO sector is smaller but professionally active.

Operating without appropriate prefectural certification carries legal consequences. For international teams managing visiting principals in Japan, local operator coordination is the practical requirement. Language capability, protocol knowledge, and understanding of Japan’s specific social norms are as important as physical security skills in this environment.

The July 2022 Abe assassination

The killing of former Prime Minister Shinzo Abe at a public campaign event in Nara in July 2022 was a significant event for the Japanese security industry. It exposed gaps in static protective security for public figures. The event generated a professional reassessment of CP and event security standards across Japan. Operational notes

Japan is a significant target for corporate espionage, particularly in automotive, semiconductor, and precision manufacturing sectors. The National Police Agency has published annual reports documenting foreign intelligence service activity targeting Japanese industrial firms. Visiting executives carrying commercially sensitive material – acquisition plans, R&D data, contract terms – should treat Japan as an elevated IP risk environment despite its low physical crime profile.

Practical measures: encrypted devices with full wipe capability, VPN for all business communications, and avoiding discussion of sensitive commercial matters in hotel rooms without TSCM assurance. Japan has documented state-intelligence activity targeting foreign business visitors, primarily in the technology and defence sectors.

Protocol and operational considerations

Japan’s social protocol has specific implications for security operations. Physical protective presence that is visible and prominent is culturally dissonant in most Japanese business environments. Principals who are accustomed to overt protection in Dubai or New York will find that the same approach is inappropriate in Tokyo or Osaka. Japanese CP operates at lower visibility. Security drivers are the standard vehicle of choice rather than marked security vehicles. Officers dress and present in a way that is consistent with the business environment rather than signalling a protective role.

This is not a reduction in protection quality. It is an adaptation to the operating environment that professional Japan-based operators understand and manage as standard. Principals should be briefed on the lower-visibility approach before arrival so that the absence of visible security does not create a false impression of lower protection.

Security Regulations

Firearms

Japan has some of the world's most restrictive firearms laws. The Firearms and Swords Control Law makes civilian ownership essentially unavailable. Private security operators are unarmed without exception. Armed protection is a function of the National Police Agency (NPA) and prefectural police forces. Armed CP through private channels does not exist in Japan.

Licensing

Private security in Japan is regulated by the Private Security Business Act (Keibiin Gyoho). Security companies must be licensed by the National Public Safety Commission. Individual operatives are certified by prefectural Public Safety Commissions. Close protection and escort services fall under Type 2 security services under the Act. All our Japan operators hold appropriate prefectural certification.

Foreign Operators

Foreign security operators require appropriate Japanese working visas and must comply with the Private Security Business Act. Prefectural certification requirements apply equally to foreign operatives as to Japanese nationals. Most visiting international CP teams work in coordination with licensed Japanese operators, particularly for translation, local intelligence, and cultural navigation.
