PSARA and the regulatory framework
The Private Security Agencies Regulation Act (PSARA) was established in 2005 and requires all private security agencies to hold state-level licensing where they operate. Enforcement varies by state. Mumbai: The terrorism context
The November 2008 attacks on the Taj Mahal Palace Hotel, Oberoi Trident, Leopold Cafe, and CST railway station (166 dead over three days) remain the defining security event in Mumbai’s modern history. The intent of Pakistan-based militant groups toward Mumbai has not changed since 2008. The security response at major luxury hotels has improved dramatically.
For corporate travellers, the operational implication is hotel selection: established luxury hotels with post-2008 security investments (vehicle barriers, armed guards, bag scanning) offer meaningfully better protection than properties without this infrastructure.
The ground transport risk
India’s road fatality rate is a real operational concern, not a bureaucratic disclaimer. Mumbai’s traffic density, unpredictability, and road conditions make pre-booked private cars the professional minimum for corporate ground movement. Rideshare apps (Ola, Uber) are acceptable for standard movements. Local trains are not appropriate for corporate or security-conscious travel.
