Kuwait City presents a threat profile that sits at the higher end of the Gulf region. The FCDO against-essential advisory and the US Level 3 designation are not routine caution. They reflect active militia threat against military interests and genuine regional escalation risk.
The Iran-aligned militia threat
US bases in Kuwait, Camp Arifjan and Camp Buehring, have been targeted by missile and drone attacks from Kataib Hezbollah and affiliated Iran-proxy groups. These attacks are not directed at visiting businesspeople. They are directed at US military and government interests.
The civilian risk from this threat is proximity-based. Any executive whose assignment brings them physically close to US military installations, or whose work involves direct support to US government contracts, operates in a different threat category than someone attending meetings in Salmiya or Hawalli. The distinction matters operationally.
Disrupted ISIS plots in 2020 and 2024 demonstrate that the broader extremist threat is not absent. The network is degraded. But “degraded” does not mean eliminated.
The advisory levels in context
US State Dept Level 3 (Reconsider Travel) and FCDO against-essential-travel are driven by regional security rather than Kuwait-specific domestic conditions. Crime in Kuwait City is low by regional comparison. Most business districts are manageable.
The advisories mean two things practically. First, check your insurance covers travel under these advisory levels before departure. Second, have a contingency plan for rapid departure if regional escalation creates airport or border closures. Roads: the practical daily risk
This point appears in almost every Gulf security briefing and remains under-weighted by executives who have not experienced Gulf road conditions. FCDO describes Kuwait driving as hazardous. The statistics on road fatalities in Kuwait confirm it. Speeding is endemic. Lane discipline is not standard. Red lights are routinely ignored.

Kuwait’s specific CP market
Kuwait differs from Qatar in one meaningful respect: armed close protection is legally possible under Ministry of Interior licensing. US government contractor personnel in Kuwait have used armed CP with Ministry approval. Iran-Aligned Militia Attacks
US military bases in Kuwait, including Camp Arifjan and Camp Buehring, have been targeted by missile and drone fire from Iran-aligned militia groups including Kataib Hezbollah (KH) and PMF affiliates. The threat is directed primarily at US government and military interests. ISIS Cell Activity
Disrupted ISIS plots were recorded in Kuwait in 2020 and 2024. The network is degraded but not eliminated. Kuwait City's crime rate is relatively low overall. Two specific areas, Jahra and Jleeb Al Shuyoukh, have elevated rates of robbery and petty theft.
