Targeted killings, while less frequent than at the city’s peak of violence in the early 2010s, continue to occur in sectarian and political contexts. These threats operate simultaneously rather than alternatively, and planning must account for all of them.

The common thread across the kidnapping and terrorism threats in Karachi is that both are facilitated by predictable patterns. Pattern-of-life analysis – where criminal groups monitor the routine movements, hotel choices, and regular venues of a target – is documented as a precursor to targeted kidnapping. Varied routines, accommodation selection that avoids established patterns, and avoidance of any public indication of identity or itinerary are therefore operational requirements rather than precautionary suggestions.
This applies to all principals, regardless of profile. The assumption in Karachi is that behaviour can be observed, and that predictability creates opportunity.
Ground movement
Armed escort and armoured vehicles are the standard configuration for all ground movements in Karachi. The combination of carjacking risk, kidnapping threat, and the potential for sudden disruption from protests or bandh (shutdown) declarations means that unarmed transport is insufficient.
