Doha is a city where the threat profile is almost the inverse of what first-time visitors expect. Crime is minimal. Kidnapping is negligible. The roads, the law, and the regional geopolitics are the real operational concerns.
The FCDO advisory explained
The FCDO advises against all but essential travel to Qatar (April 2026). This is driven by regional security tensions, not by events within Qatar. Qatar hosts the US Al Udeid Air Base, the largest American military installation in the Middle East. In any escalation between the US, Israel, or their adversaries and Iran-aligned proxy forces, Qatar becomes a plausible secondary target. No attack has occurred on Qatari soil. The advisory reflects the proximity to active conflict zones and the hosting of significant US military assets.
For commercial travellers, this means carrying adequate travel insurance that covers the advisory level, monitoring FCDO and State Department updates in the days before and during travel, and having a clear understanding of your nearest consulate’s emergency procedures. It does not mean Doha is operationally inaccessible.
The road problem
This is the most statistically relevant risk. FCDO characterises Qatar road discipline as “very poor, speeds high, accidents common.” Qatar has one of the highest road fatality rates in the Gulf. Drivers routinely speed, change lanes without indication, and run red lights. The combination of a culture of aggressive driving and roads designed for higher speeds than they safely accommodate creates genuine daily risk.
A vetted hotel driver or Karwa taxi is not a luxury in this environment. It is the single most effective risk-reduction measure available to a visiting executive in Doha. The cost is negligible against the risk of a road traffic incident.
The legal environment
Qatar’s personal conduct laws are strictly enforced and apply to all nationalities. Alcohol is legal only in licensed hotel venues and certain approved establishments. Cohabitation between unmarried couples is technically a criminal offence. LGBT+ expression is criminalised. Drug possession results in immediate prosecution.
These are not obscure provisions that rarely come up. They are laws that affect ordinary executive behaviour during a Doha visit. A client entertaining at a licensed hotel bar is in the right environment. Taking alcohol to a private gathering is not. The distinction matters.
The CP market
Qatar has a specialised CP market developed around three demand drivers: government VIP movements, oil and gas sector executive protection, and the legacy of the 2022 FIFA World Cup security infrastructure. The sport and events background has produced competent local operators with large-venue experience.
All private CP in Qatar is unarmed. This is not negotiable. Armed protection is a state security function. For visiting executives whose personal threat assessment requires armed coverage, the appropriate route is formal coordination with Qatar’s Ministry of Interior, which is an established process for legitimate principals.
Operational practicalities
Hamad International Airport is world-class. Security standards are genuine. The hotel infrastructure in West Bay and Pearl-Qatar is excellent. The Doha Metro is operationally reliable for routine movement. Pre-booked transfers for airport arrivals are standard practice.
