The security landscape
Germany’s terrorism threat profile is unusual in that it comes from two active and distinct sources: Islamist extremism and far-right extremism. Both have produced fatal attacks in recent years. The 2016 Berlin Christmas market truck attack, claimed by Daesh, is the most prominent case. The 2024 Solingen knife attack (also claimed by Daesh) and the 2020 Hanau and 2019 Halle far-right attacks demonstrate the ongoing nature of the threat from both directions.
For day-to-day business travel, Berlin is not a difficult environment. Conventional crime rates are low compared to Paris, London, or any P1 city. Police are professional and well-resourced. The road network is excellent. The operational security challenges are primarily around awareness of specific event types and transport disruption risks rather than personal threat management.
What makes Berlin different
The protest and disruption landscape is distinctive. Letzte Generation’s tactic of glueing themselves to motorway surfaces and blocking Autobahn approaches has created a category of transport risk specific to Germany. Assignments involving time-critical transfers require contingency planning in a way that Paris or London do not currently demand.
The Christmas market risk is also a specific planning consideration. German authorities now deploy significant security infrastructure around seasonal markets, but the footfall at these events and their open-air nature makes full-spectrum protection impossible. Firearms Policy
Armed close protection in Germany requires a Waffenschein (firearms licence), which is subject to a high legal bar and is rarely granted for private security assignments. In practice, all private close protection in Germany is unarmed. Germany has some of Europe's strictest firearms legislation.

Close protection officers in Germany require a Sachkundeprüfung (competency examination) certification under the Bewachungsverordnung (Guarding Ordinance). This is the minimum legal standard.
