The August 2021 marker
In August 2021, a British national died in a vehicle attack in Ghana. This incident is documented in FCDO’s travel advice and represents the clearest current data point on what elevated crime risk in Accra means in operational terms.
Since then, the pattern has continued. Armed attacks on vehicles at traffic lights are increasing. Foreign nationals have been targeted at gunpoint on major roads including the George Walker Bush Highway and Graphic Road. The FCDO records that “cases of robbery, burglary and serious assault are increasing, sometimes involving weapons.”
This is not a background statistic. It has direct implications for transport planning, route selection, and the decision to use a vetted security driver on every movement.
The kidnapping picture
FCDO documents criminally motivated kidnapping of foreign nationals in Accra, Takoradi, and Kumasi. The threat is not confined to one city. Kidnappers in Ghana target individuals perceived as wealthy. Financial extortion is the primary motivation.
The British government will not pay ransoms. For any extended deployment in Ghana, kidnap and ransom insurance and a documented response protocol are standard requirements.
Kotoka International: the first threat
Arriving at Kotoka International Airport is the highest-risk moment of many Accra visits. Impersonators posing as drivers or airport staff have robbed passengers before they reach their intended transport. The technique targets travellers who are disoriented, carrying luggage, and expecting to be met.
Pre-book all airport transport. Ensure your hotel confirms pick-up details before departure. Carry the driver’s name, phone number, and vehicle registration in your pocket. Verify identity before entering any vehicle. Do not follow anyone outside the designated arrival zone.
The JNIM regional picture
JNIM (Jama’a Nusrat ul-Islam wa al-Muslimin) is the primary jihadist group operating across the Sahel. It conducts regular attacks in southern Burkina Faso, near Ghana’s northern border, and in northern Togo. FCDO assesses that attacks in Ghana cannot be ruled out.
The insurgency is moving south. Ghana’s northern regions represent a distinct threat environment from Accra. Any travel north of Tamale requires a separate security assessment. Monitor FCDO advisory changes, which can occur with limited notice.
Police: the rules
Ghana Police Service is under-resourced. Corruption is documented. Do not offer cash to police under any circumstances. This will be interpreted as bribery and will make the situation significantly worse. If stopped, be polite and cooperative. Request official documentation for any fine.
Drug charges carry no bail in Ghana. Arrest means detention pending trial. The consequences are disproportionate relative to many other jurisdictions.

Terrorism: JNIM Regional Spillover
JNIM (Jama'a Nusrat ul-Islam wa al-Muslimin) conducts regular attacks in southern Burkina Faso near Ghana's northern border and in northern Togo. FCDO states that attacks in Ghana cannot be ruled out. Accra itself does not face a direct JNIM threat currently, but the regional trajectory is deteriorating. Monitor FCDO advisories for advisory level changes.

Firearms Policy
