Indonesia is Southeast Asia’s largest economy and a major destination for corporate visitors in commodities, financial services, manufacturing, and infrastructure. Jakarta is a consistent business hub; the extractives sector brings executives to Kalimantan and Papua. Understanding Indonesia’s private security regulatory framework is essential for any client commissioning security services in the country, because the licensing structure is different in important ways from the models that apply in the UK, UAE, or South Africa.

The BUJP licensing framework

Indonesia’s private security industry is regulated by the National Police (POLRI) under Government Regulation No. 60 of 2016 concerning Security Service Business Entities (Badan Usaha Jasa Pengamanan, or BUJP). This regulation replaced the earlier framework and consolidated the licensing categories under POLRI control.

A BUJP licence is not a single authorisation for all security services. The regulation defines distinct service categories, and a company must be licensed specifically for the category it provides. The categories relevant to corporate clients are: guarding services (jasa penjagaan), personal protection (jasa perlindungan pribadi), security consulting (jasa konsultasi keamanan), security technology (jasa penerapan peralatan keamanan), and armed transport (jasa penanganan berharga).

This means that a well-established Indonesian guarding company with a BUJP licence for jasa penjagaan is not automatically authorised to provide personal protection. Corporate clients who need close protection must verify that the specific BUJP licence held by the provider covers jasa perlindungan pribadi.

Geographic scope of BUJP licences

BUJP licences are issued at the regional POLRI command level. A company registered under the Jakarta Metropolitan Police (Polda Metro Jaya) must hold a separate authorisation or national-level registration to operate commercially in other provinces. For corporate visits that move between Jakarta and operational sites in Kalimantan, Papua, or Sulawesi, the geographic scope of the provider’s BUJP licence matters and must be verified.

This is one of the most consistently overlooked compliance issues for international clients engaging Indonesian security providers. A Jakarta-based provider that appears credible and licensed may not be authorised for the provincial leg of the itinerary.

Individual certification: the KTA Satpam

Individual security officers in Indonesia must hold a Kartu Tanda Anggota Satpam (KTA Satpam), the POLRI-issued security personnel card. This requires completion of POLRI-certified training and registration with the relevant regional command. For close protection specifically, officers must hold the appropriate certification level above the basic guarding qualification.

The verification step for clients is two-part: ask for the company’s BUJP licence number and service categories, and ask for the KTA Satpam numbers of the specific officers proposed. A company that cannot provide these is operating outside the BUJP framework.

The threat environment in Jakarta

Jakarta’s security environment for business visitors is more moderate than the other cities that dominate close protection demand in this region. Violent crime directly targeting foreign executives in central Jakarta is documented but not at the frequency seen in Lagos, Bogota, or Johannesburg. The risks that are most relevant for corporate visitors are: vehicle crime in traffic congestion (Jakarta’s traffic is among the worst in Asia), demonstrations and political unrest (Jakarta is periodically affected by large demonstrations given its role as the capital), and the specific extraction-sector threat environment for visits that extend outside the capital.

For most corporate visits to central Jakarta, a BUJP-licensed security driver and pre-travel briefing are the appropriate baseline. Close protection is added for senior principals with elevated profiles or specific threat indicators.

Armed private security in Indonesia is tightly restricted. BUJP-licensed companies providing armed transport (pengamanan berharga) may hold authorised firearms, but these are specific to armoured vehicle and cash-in-transit operations rather than general close protection. Personal close protection in Indonesia is almost exclusively unarmed. Armed cover for civilian close protection is not routinely available through the private sector.

Jakarta is Indonesia’s commercial capital and the primary corporate security planning focus. Surabaya, Medan, and Makassar are secondary business hubs. For companies in the extractives and energy sector, operations in Kalimantan, Papua, and Sulawesi require separate security planning that goes beyond the urban corporate model.

Ask the operating company for its BUJP licence number and the POLRI regional command under which it is registered. BUJP licences are issued regionally; a company licensed in Jakarta (Metropolitan Police area) must hold a separate or extended licence for operations in other provinces.
